New Mexico has a complex gaming history. When the Indian Gaming Regulatory Act was signed by the House in Nineteen Eighty Nine, it looked like New Mexico would be one of the states to get on the American Indian casino craze. Politics guaranteed that would not be the situation.
The New Mexico governor Bruce King assembled a panel in 1990 to create a contract with New Mexico Amerindian bands. When the task force came to an accord with two big local bands a year later, Governor King refused to sign the agreement. He would hold up a deal until 1994.
When a new governor took over in Nineteen Ninety Five, it appeared that Amerindian wagering in New Mexico was a certainty. But when Governor Gary Johnson signed the compact with the Amerindian tribes, anti-gambling forces were able to tie the contract up in the courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing a deal, thereby costing the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
It took the Compact Negotiation Act, passed by the New Mexico government, to get the process moving on a full accord amongst the Government of New Mexico and its Amerindian tribes. Ten years had been lost for gaming in New Mexico, which includes American Indian casino Bingo.
The not for profit Bingo business has grown since 1999. In that year, New Mexico not for profit game operators brought in only $3,048. This number grew to $725,150 in 2000, and surpassed one million dollars in revenues in 2001. Nonprofit Bingo revenues have grown steadily since then. 2005 witnessed the biggest year, with $1,233,289 earned by the providers.
Bingo is apparently favored in New Mexico. All kinds of owners look for a piece of the action. With hope, the politicians are done batting around gambling as an important matter like they did in the 90’s. That is without doubt hopeful thinking.
